The indent comes from the site
The site engineer asks for what he needs, by item and quantity, against the site and the stage it is for. It goes to whoever approves indents in your firm. Approved, it reaches the storekeeper as a list instead of a phone call after the gate has shut.

The site owns the material
Issued stock sits on that site, not in a general heap. When your project manager asks what the villa job has consumed, the answer is a list.

Asked for eighty, issued sixty. The balance stays open on the indent, so the site engineer knows what is still to come.
Returns carry a reason
Material sent back is recorded with who sent it and why. Unused steel coming back at the end of a stage is normal, and it should still be written down.

Frequently asked questions
Does the storekeeper need a computer?
A phone does for issues and returns. Receiving material and checking the vendor bill are easier on a screen in the office, and most storekeepers do that part sitting down anyway.
Will the stock figure be accurate?
Only as accurate as what gets entered. If a lorry is unloaded at the gate on a Sunday and nobody records it, the figure is wrong, and no software fixes that. The indent makes the gap obvious rather than invisible.
Can it stop material going to the wrong site?
It cannot stop a driver. What it does is put every issue against a named site with a signature, so the wrong delivery is found on Tuesday instead of at the end of the stage.
