Can the store convert a vector to another format?

No. Each format is prepared by the artist and listed. Conversion on request would be separate software.

Can buyers see which assets they have already downloaded?

Yes. The library page lists every asset and format downloaded, with its licence.

Does it handle fonts?

Fonts can be sold as assets, but font licences are particular. We read the foundry’s terms before listing any.
