Can a picker swap a missing item?

Only for a product that has its own vegan declaration on file. The system blocks any other swap and asks the picker to contact the buyer.

Can frozen items travel with dry goods?

They can be ordered together. The pick list splits them, and the packing instruction follows the storage class of each item.

Does the store certify vegan claims?

No. It shows the declaration or certificate you hold. Whether a claim is valid is not decided by the software.
