Can the store check that artwork is print-ready?

Basic checks on file type and size, yes. Judging colour and layout is done by the pre-press operator.

Can a buyer order a stock roll and a printed label together?

Both can be on one basket, but they are separate order lines with different delivery.

Does it handle labels for food or medicines?

The software prints what the buyer supplies. Content required on those labels is the buyer’s responsibility and is not checked by the software.
