It will not build the timetable
Arranging a school timetable is a human puzzle of subject loads, part-time teachers, lab slots and one senior teacher who does not take first period. The software holds it and warns you when a person is double booked. The arranging is still done by whoever has always done it, usually with paper first.

Can teachers see only their own timetable?
Yes. A teacher opens her sections and her periods. The full grid belongs to the office and the principal.
Can we change a timetable mid-term?
Yes, and the change is what everybody then sees. A new teacher joining in November is a timetable edit rather than a fresh round of photocopies.
Does a college timetable work the same way?
It is set up with semesters, courses and combinations, and the clash check matters more there because students choose different subjects.
