Who acts on it
The front desk works the daily list. The doctor looks at those who stopped midway, since a long gap in a course may matter clinically. The owner reads how many courses are paused, by procedure, and which doctors’ patients they belong to.
What the clinic decides
How many weeks without a booking counts as paused, and what wording a reminder uses, is set with the clinic. No message goes out until the clinic has approved its text.

Only for the reminders the clinic switches on. Their wording is approved by the clinic first.
Can a doctor mark a patient as not to be recalled?
Yes. Someone who has finished or declined further care can be taken off the paused list, so the desk does not chase them.
Are birthday or festival offers part of this?
Those are offers, not clinical follow-up. They can be sent separately if the clinic wants them.
Can recall be limited to one procedure?
Yes. Filter the list by procedure, doctor or branch, so the desk works one group at a time.
