Tender deadlines are tracked in one spreadsheet
Suppliers follow the GeM portal, the SAIL, BCCL and CCL portals and several state departments from a single sheet updated by one person. A missed corrigendum or an expired document can rule out a bid the supplier was otherwise qualified for. The sheet does not warn anyone.
Bills are not tracked after dispatch
After dispatch, a bill passes inspection, then stores, then accounts at the customer. Without a tracker for each purchase order, a stuck payment becomes visible only when cash runs short, and by then the inspection or stores step that caused it is hard to identify. The delay has no owner.
Trip sheets and diesel records do not reconcile
Transporters in the coal belt run trucks on several contracts at once. Trips, diesel issued and weighbridge slips are reconciled by hand at the end of the month, and differences stay hidden between entries. The gaps are found late.
